By the Review PaNel : When S. 881,91st Cong., 1st Sess., was referred by Senate Resolution 98 of the same Congress to the Chief Commissioner of the Court of Claims pursuant to 28 TJ.S.'C. § 1492, the Chief Commissioner designated Trial Commissioner Harry E. Wood to conduct the initial proceedings in this case under the provisions of 28 U.S.C. § 2509.
