Defendants SouthEast Telephone (“SouthEast”) and Kentucky Public Service Commission (“Commission”), along with Plaintiff BellSouth Telecommunications (“AT & T Kentucky”), have been engaged in a protracted legal battle over the pricing of certain network elements. Specifically, AT & T Kentucky seeks payment for services provided to SouthEast, for which SouthEast did not pay the amount specified in the negotiated interconnection agreement.
