This is the second appeal in a class action brought by appellee-taxpayers in 1973 to enjoin appellant-District of Columbia from using unequal levels of assessment 1 of estimated market value in determining the assessment for taxation purposes of single-family residential properties. The trial court originally granted an injunction to appellees, prohibiting the District from using an assessment level other than 55% for single-family residential properties.
