Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Albany County) to review a determination of the Commissioner of Motor Vehicles which suspended petitioner’s dealer’s license for 30 days and imposed a civil penalty of $500 for violations of the commissioner’s regulations. Following a hearing, petitioner, a licensed car dealer, was found to have violated 15 NYCRR 78.13 (b), 78.26 (a) and (b).
