I. INTRODUCTION

Plaintiffs, William T. Hendrickson and Patricia Hendrickson, brought this breach of contract action alleging that the government breached a stipulation for compromise settlement agreement (the “Settlement Agreement”) that plaintiffs entered into with the United States to resolve certain Federal Tort Claims Act claims.
