TONE, Circuit Judge.

This is a petition for review of an order of the Environmental Protection Agency granting a permit under § 402 of the Federal Water Pollution Control Act Amendments of 1972, 33 U.S.C. § 1342, 1 allowing Inland Steel Company to discharge certain pollutants in waste water from its Indiana Harbor Works in East Chicago, Indiana. The question raised is whether EPA may properly include in the permit a condition that the permit will be modified to reflect subsequently adopted toxic pollutant standards under § 307(a) of the Act that are more stringent than the standards contained…
