The initiated ordinance adopted at the election on November 2, 1926, not only fixed the salaries and compensation of the officers and members of the fire department, but also established the number of its personnel. After that time, and until the year 1932, various ordinances were adopted by the city council which, although increasing its personnel and the salaries of some of its officers, did not change the salaries of firemen, except by reducing the compensation of those serving their first year of employment.
