INTRODUCTION

This is an action brought under 42 U.S.C. § 1983, alleging a violation of plaintiffs constitutional rights, as a result of the overnight impoundment of her six year old Samoyed dog, named “Tarasbulba.” This statute had a noble birth, as § 1 of the 1871 Civil Rights Act, 17 Stat. 13 (1871).
