OPINION AND ORDER
RICHARD J. SULLIVAN, District Judge:
This action arises out of the expropriation of property from thousands of Jews and other “undesirables” during World War II as they were transported by rail to French holding camps, detained at those facilities, and ultimately deported to Nazi-run concentration camps. Plaintiffs are Holocaust survivors, as well as the heirs and beneficiaries of some Holocaust victims.
