The issue before us is the fairness of a statement that would appear on the ballot explaining a controversial public question. *29We decided the case, without issuing an opinion, on an emergent basis on October 6,1981, five days after receiving the record and briefs. Immediate decision was required in order to allow county clerks time to prepare and distribute ballots sufficiently in advance of election day, November 3, 1981.
