The single issue presented in this case is the constitutional validity of our bond statute (RSA 33:8 (supp.) as amended by Laws 1969, 438:2) insofar as it requires a two-thirds vote for the issuance of municipal bonds. This precise issue has not been decided in this State or by the Supreme Court of the United States although the issue is pending and *15has been argued this month in Lance v.
