SULLIVAN, Judge:

In December of 1993, appellant was tried by a special court-martial composed of officer members at Naval Base, Philadelphia, Pennsylvania. Contrary to his pleas, he was found guilty of wrongfully using cocaine, in violation of Article 112a, Uniform Code of Military Justice, 10 USC § 912a. He was sentenced to a bad-conduct discharge, hard *87labor without confinement for 60 days, restriction for 60 days, and reduction to pay grade E-l. On May 31, 1994, the convening authority approved this sentence, and on September 5, 1995, the Court of Criminal Appeals…
