Petitioner Mahatam S. Jailall appeals from the superior court’s order affirming the dismissal of his contested case by the Office of Administrative Hearings (“OAH”). Jailall’s petition for a contested case hearing alleged that he had been discharged without just cause when his employment was terminated as a result of a reduction in force (“RIF”).
