I. INTRODUCTION
Plaintiff law firm Hunton & Williams LLP ("Hunton") filed this action under the Freedom of Information Act ("FOIA") against three federal agencies: the U.S. Environmental Protection Agency ("EPA"), the U.S. Army Corps of Engineers ("USACE" or "Corps"), and the U.S. Department of the Army ("Army").
