MEMORANDUM OPINION
PAYNE, District Judge.
On May 21, 1999, judgment was entered on a jury verdict for damages returned on March 24, 1999, in favor of the Plaintiffs, Fathy M.A. Saleh and Godwin 0. Mbagwu, against Eddie N. Moore, Jr., the President of Virginia State University (“VSU”) since 1993; Martha E. Dawson, Provost and Vice-President for Academic Affairs at VSU; Lorenza W.
