This matter is before the Court on Plaintiffs PETITION FOR ATTORNEY’S FEES AND COSTS (Docket No. 113). For the reasons set forth below, the motion will be granted in part and denied in part.
PROCEDURAL AND FACTUAL BACKGROUND
On December 26, 2010, Eileen McAfee, a resident of Henrico County, received a request from a friend in Powhatan County to assess the circumstances of a dog which the friend thought was in distress.
