The question involved is the right of the plaintiff to have a state warrant issued to him for the payment of his salary as state immigration commissioner. The state constitution (sec. 1, art. 13) provides that “There shall be established a bureau of immigration, labor and statistics, which shall be under the charge of a commissioner of immigration, labor and statistics, who shall be appointed by the governor, by and with the consent of the senate.
