Appeal from the Sixth District. Application for mandamus to the Controller of State, to compel him to issue warrants claimed by relators under the State prison contract with Estill. The facts appear in the opinion of the Court. For the contract and the law under which it was made, see State v. Me Cauley (15 Cal. 431). The Court below denied the writ. Relators appeal.

This is an application for a mandamus to compel the respondent, as Controller of the State, to issue his warrants to the relators, upon the Treasurer, for the sum of $270,000, alleged to be due to them on the twenty-sixth of March, 1860, upon a contract made in the name and on behalf of the State by the Board of State Prison Commissioners with James M. Estill, under the Act of March 21st, 1856.
