SHANGLER, Presiding Judge.

The plaintiff Farmer’s Bank of Antonia brought an action against Kostman [Director of Finance] 1 and the First Missouri Bank of Jefferson County 2 for declaratory judgment that the Director unlawfully issued certificate of authority to the First Missouri Bank to maintain a facility within the Town of Barnhart and to enjoin the First Missouri Bank from such an operation. The defendants Director and First Missouri Bank moved, and the court granted, dismissal on the ground that the petition alleged no justiciable controversy for declaratory judgment and no aggrievement…
