The several cases involved herein were consolidated for purposes of appeal before this court and will be considered as one. The appellants, The Douglas County Sheriffs Merit Commission for Douglas County and its individual members (the Commission), appeal from an order of the District Court for Douglas County, Nebraska, finding that the Commission exceeded its statutory authority when the Commission increased the penalties given by the sheriff of Douglas County against the various appellees.
