THIS MATTER comes before the Court on Defendants Christopher Collins and Bradley Rice’s Motion to Dismiss Plaintiffs Complaint, filed July 10, 2012 (Doc. 24)(“Motion to Dismiss”). The Court held a hearing on April 25, 2012. The primary issues are: (i) whether Defendant Bradley Rice violated Devon Edward Glover’s substantive due-process rights when Rice supplied D.
