¶ 1 The State Auditor’s Securities and Insurance Departments issued a Notice of Proposed Agency Disciplinary Action and Opportunity for Hearing, in which they alleged that Martin Bower had violated securities and insurance laws. The Hearing Examiner issued a proposed decision adverse to Bower. Bower failed to file exceptions to the proposed order. The Commissioner of Securities and Insurance (Commissioner) issued a final agency decision that adopted the Hearing Examiner’s findings, conclusions, and order.
