Appellant, Sandra B. Palmer, was employed with the Arkansas Council on Economic Education (“Council”) from October 11, 1965 until October 3, 1995, when sbe was terminated at fifty-four years of age by the Council’s acting chairman, Jim Glenn (“Chairman”), and its executive director, Sonya Schmidt (“Director”), with the approval of the assistant director, Polly Jackson (“Jackson”).
