Plaintiff Roque “Rocky” De La Fuente (“Plaintiff’) brings this action against Defendants Pedro A. Cortés and Jonathan Marks (“Defendants”), in their official capacities as Secretary of the Commonwealth of Pennsylvania and Commissioner of the Bureau of Commissions, Elections, and Legislation, respectively.
