INTRODUCTION

This matter comes before the Court on Defendants’ Motion for Summary Judgment (does. 33, 25) and Plaintiffs’ Cross-Motion for Summary Judgment (docs. 32, 24). 1 Plaintiffs have filed an action seeking declaratory and injunctive relief from Defendants’ decision to build low-income housing in their neighborhood, the Canal Winchester area. For the reasons set forth below, Defendants’ Motion for Summary Judgment is GRANTED and Plaintiffs Motion for Summary Judgment is DENIED.
