We are presented for the first time in this case with the validity of regulations differentiating between teachers within the Department of Defense Overseas Dependents School System based on point of hire. Plaintiffs here are some 352 present or former teachers in this school system who were hired abroad rather than within the United States. Under the regulations, "local hires” such as plaintiffs are denied various benefits vis-a-vis stateside hires.
