SULLIVAN, District Judge.
Plaintiffs People for the American Way Foundation (“PFAWF”) and Public Employees for Environmental Responsibility (“PEER”) filed a complaint pursuant to the Freedom of Information Act (“FOIA”), seeking to enjoin defendant National Park Service (“NPS”) from withholding agency records. Specifically, plaintiffs seek records with regard to defendant’s alleged plans to alter an eight-minute video for public viewing at the Lincoln Memorial which contains, among other things, photographs and video coverage of gay rights, pro-choice, and anti-Vietnam War…
