THIS MATTER is before the Court on the United States’ Motion to Dismiss Heg-gins’ Claims (Doc. No. 15) for lack of subject matter jurisdiction and the United States’ Motion for Judgment on the Pleadings (Doc. No. 17). Because Defendant appears pro se, the Court issüed Roseboro notices (Doc.
