STATEMENT OF THE CASE
Appellant-Respondent, Amoco Oil Company, Whiting Refinery (Amoco), appeals the trial court’s order affirming the final decision of the Indiana Board of Safety Review (Board). The Indiana Department of Labor conducted an inspection at Amoco following an explosion at a propane truck loading facility, and the Commissioner of Labor (Commissioner) issued two safety orders 1 against Amoco as a result of the explosion.
