POSNER, Circuit Judge.
This is a suit to enjoin enforcement of Chapter 31 of the General Ordinances of Milwaukee County, primarily on the ground that the chapter is preempted by the National Labor Relations Act, 29 U.S.C. §§ 151 et seq. (We will not have to discuss the plaintiffs other grounds.) Chapter 31 requires firms that have con tracts with the County for the provision of transportation and other services for elderly and disabled County residents to negotiate “labor peace agreements” with any union that wants to organize employees who work on County contracts.
