On October 28, 1966, the circuit court of Winnebago County entered its order finding that a petition seeking incorporation of the Village of Capitol Heights met all of the statutory requirements for incorporation of the proposed village and directing that a referendum election be conducted on November 19, 1966, in the territory described in the petition. On November 7, 1966, the City of Rockford enacted an ordinance annexing a certain strip of land contiguous to its boundary.
