Intervenors-objectors (Appellants) seek review of the district court’s denial of their motion to intervene.

Ramona Shump, et al., (Plaintiffs) petitioned the district court on June 6, 1975 for an order declaring the maintenance fees collected by the Topeka Housing Authority (THA), from September 1, 1971 to August 1, 1974, to be in violation of 42 U.S.C.A. §§ 1402 and 1437, under which rental payments of public housing tenants may not exceed 25% of a family’s adjusted income.
