Defendants City of Gresham and City Manager Douthwaite appeal an order denying their motion to dismiss plaintiffs petition for a writ of review and a judgment reversing their decision to terminate plaintiffs employment. We reverse.

Plaintiff had been an officer in the Gresham Police department for 16 years and was a lieutenant at the time of his termination.
