I. BACKGROUND

On July 19, 1996, petitioners filed a petition for review in the nature of a complaint in equity in this Court’s original jurisdiction. In the first four counts of a five-count petition for review, petitioners allege that the General Assembly violated mandatory constitutional provisions in its recent enactment of Act 67 of 1996. Additionally, Count Y of the petition for review alleges that the Committee on Rules of the House of Representatives violated the Sunshine Act1 when it purported to report the final version of Senate Bill No. 801, which ultimately…
