ORDER
O’KELLEY, District Judge.
Presently before the court is the plaintiffs’ application for a temporary restraining order and motion for a preliminary injunction. On September 29, 1986, the day the plaintiffs filed their application and motion, the court held a hearing at which all parties were represented by counsel. The court at that time deferred ruling and permitted all parties to submit additional evidence and/or case law by October 2, 1986.
