Target Stores, a division of Dayton Hudson Corporation, is building a warehouse (which it calls a “distribution center”) in the City of Oconomowoc, Wisconsin. It holds all necessary state and local permits. Federal clearance is unnecessary, for the Environmental Protection Agency has authorized Wisconsin to perform the tasks required by the Clean Air and Clean Water Acts.
