BLOCK, District Judge.

Plaintiffs, the United States and the Association of Community Organizations for Reform Now (“ACORN”), brought this action challenging the voter registration system implemented by defendant State of New York through the defendant State agencies, each of which has been designated as a voting registration agency (“VRA”) under the National Voter Registration Act of 1993 (“NVRA”). Settlements have been reached as to the majority of the defendant agencies, and litigation has resolved disputes as to others. See United States v. New York, 3 F.Supp.2d 298,…
