The United States has sued the State of New York, various appointed State officials, the New York State Board of Elections (“SBOE”), the University of the State of New York, the New York State Education Department (“NYSED”), the State University of New York (“SUNY”) and the City University of New York (“CUNY”) alleging violations of the National Voter Registration Act of 1993 (“NVRA”), 42 U.S.C.1973gg et seq.
