{1} Plaintiff Michael Dickson brought civil rights actions against Defendants Officer Joshua Parkin, City of Clovis, and Clovis Police Department after Defendant Parkin arrested Plaintiff for felon in possession of a firearm based on dispatch information that Plaintiff was a felon and despite Plaintiffs statement and proffered document asserting that he had received a deferred adjudication in Texas.
