Before us is defendant’s motion, pursuant to Fed.R.Civ.P. 7(b)(1), for an order staying this action, including the government’s time to answer or move with respect to the first amended complaint, and for a protective order suspending all discovery, pending final resolution (plus 45 days) of various cases brought by the plaintiffs in the United States Court of Federal Claims.
