MEMORANDUM OPINION
WILSON, District Judge.
This is an action pursuant to 42 U.S.C. § 1983 by Thomas E. Davenport against John T. Casteen, III, and W. James Copeland, Jr., alleging that Casteen and Copeland infringed his liberty and property interests in violation of the Fourteenth Amendment to the United States Constitution. Davenport is a former employee of two private, nonprofit corporations, the Virginia Student Aid Foundation (VSAF) and the Virginia Auxiliary Services Foundation (Services Foundation).
