The United States Attorney General, on behalf of the United States (“the government”), commenced this action under Title VIII of the Civil Rights Act of 1968 (“Fair Housing Act” or “the Act”) against defendants-appellants Starrett City Associates, Starrett City, Inc. and Delmar Management Company (collectively, “Starrett”) in the United States District Court for the Eastern District of New York (Neaher, J.).
