BACKGROUND
Petitioner, Alvin Femandez-Collado, a citizen of the Dominican Republic and a legal resident of the United States, is currently serving a five year term of imprisonment at the Federal Correctional Institution at Danbury, Connecticut following a conviction in the United States District Court for the Eastern District of New York on June 15,1984 for a violation of 21 U.S.C. § 841(a)(1) (cocaine distribution).
