MEMORANDUM OPINION

COLLEEN KOLLAR-KOTELLY, District Judge.

This matter is before the Court on consideration of plaintiffs application to proceed in forma pauperis and pro se complaint. The Court will grant the application, and will dismiss the complaint.

Plaintiff alleges that, after charges against him were dismissed by the Superi- or Court of the District of Columbia on February 17, 2005, he was detained at the D.C.
