On November 9, 1988, the Attorney General filed a complaint in the Ingham Circuit Court, on relation of Dhiraj N. Shah, Acting Commissioner of Insurance, requesting the court to appoint a conservator to take possession of defendants American Way Life Insurance Company and American Way Casualty Company. In the complaint, plaintiff essentially alleged that defendants had refused to adequately cooperate in the inspection of their books, records, and accounts by Insurance Bureau examiners.
