ROSENN, Circuit Judge.
This complex appeal presents several novel questions arising out of a federal district court’s continuing efforts to purge Local 560 of the International Brotherhood of Teamsters of a twenty-five year history of corruption and indignity. On December 17, 1987, the United States sought an order from Judge Harold A.
