OPINION

BRUGGINK, Judge.

This case presents the question of whether the United States Court of Federal Claims may hear a claim that personal property was unlawfully seized and forfeited. The plaintiff is proceeding pro se. The matter is presently before the court on the defendant’s motion to dismiss plaintiffs complaint for lack of subject matter jurisdiction and for failure to state a claim upon which relief may be granted.
