Vernon Templeman, a prisoner at Colorado’s Centennial Correctional Facility, brought this civil rights action under 42 U.S.C. § 1983. Templeman claims that Colorado Department of Corrections (“DOC”) officials denied him due process and equal protection of the laws when they regressively transferred him from general population to administrative segregation in October, 1992.
