MEMORANDUM

MERHIGE, District Judge.

Plaintiffs, members of Teamsters Local Union # 592 (“Union”), are employed as police officers by the City of Richmond, Virginia (“City”). Plaintiffs bring this action against the City Manager and members of the City Council, who are sued individually and in their official capacities, alleging that the defendants’ refusal to enter into good faith discussions with the Union concerning police officers’ wages, hours, and working conditions violates plaintiffs’ rights guaranteed by the First, Ninth, and Fourteenth Amendments of the United States Constitution.…
