OPINION

TOLEDO, Chief Judge.

On January 25, 1974, plaintiff Doctors Hospital, Inc., pursuant to Article VI (The Supremacy Clause) of the Constitution of the United States, the provisions of Title VII of the Federal Civil Rights Act, Title 42, United States Code, Section 2000e et seq. and the provisions of Title 28, United States Code, Sections 1331, 1337, 1343 and 2201, filed the complaint of the above captioned case asking the Court: (1) to enter a declaratory judgment declaring that the provisions of Title 29, Laws of Puerto Rico Annotated, Section 458, regulating the hours of work of female…
